1. technical description (declaration of division)
The basic prerequisite for all further steps is the best possible knowledge of the object for which the community of owners is assuming joint responsibility. This should take the form of a detailed technical description of the common facilities. This document is to be prepared by the previous operator of the housing project, Reljuv S.A..
Since, unlike in Germany or other European countries, there are no precise specifications here as to what such a document should look like, Comunidad Creativa has compiled a catalog of questions and requirements, which has been made available to Reljuv S.A. in order to meet the minimum requirements for such a technical description.

Without a detailed technical description of the communal facilities, any attempt to transfer responsibility for these communal facilities to the community of owners can only be classified as unprofessional, inappropriate to the complexity of the subject matter and unsuitable.
2. reglamento for the community of owners
Every community of owners in a barrio cerrado needs a reglamento that regulates the cooperation of the members of the community of owners in the maintenance and further development of the community facilities. An operational administration must be formed to manage the day-to-day tasks and, if possible, supervisory bodies to safeguard the interests of the general assembly of all owners and owners in relation to this administration. Praguayan law provides guidelines for this, similar to those in the European countries of origin of the investors.
In the view of Comunidad Creativa, these legal requirements alone should form the basis for this Reglamento. An initial version was already commissioned by the then Chairman of the Board, Juan Buker, when the Barrio Cerrado “Paraiso Verde” was submitted to the public Catastro and was attached to the project application as a necessary prerequisite. Following Mr. Buker's departure from the board, it was necessary to update this Reglamento, which was done in January 2024.
The condominium agreement, which was previously signed unilaterally by the investors as a voluntary commitment, is composed of
- management regulations
- disciplinary rules for investors
- Provisions in the nature of house rules
is not a suitable basis for such a reglamento. The Comunidad is therefore working on its own version based solely on Paraguayan law. Until this draft is finalized, it will only be accessible to members of the Comunidad Creativa in the closed area.
3. guiding principles of community life
This document is THE flagship of this community. It is intended to describe in a procedural manner the ideals of living together that we strive for and how we want to overcome the difficulties that arise in the process, without being able to rely on the crutches of paragraphs that never really do justice to a specific situation. These guidelines deliberately dispense with any exclusionary rules, of which the Condominium Agreement to date has many.
4. house rules
All people staying in the Barrio Cerrado should, as far as possible, adhere to very basic rules of conduct, as summarized in the house rules known from almost all public institutions. At best, this document should be 2 A4 pages for everyone to see how we expect adults to behave here. Such details do not belong in a reglamento or in the guiding principles of a community
